Ranking road safety performance across the EU
The ETSC Road Safety Performance Index (PIN) is a policy tool to help EU Member States improve road safety. By comparing Member States' performance, it serves to identify and promote best practice in Europe and bring about the kind of political leadership that is needed to create what citizens deserve - a road transport system that offers maximum safety.
Launched in June 2006, the index covers all relevant areas of road safety including road user behaviour, infrastructure and vehicles, as well as road safety policymaking more generally. National research organisations and independent researchers from 31 countries participate in the programme and ensure that any assessment carried out within the programme is based on scientific evidence and is effectively communicated to European road safety policymakers.
The PIN panel and steering committee
The PIN programme is led by ETSC's Director of Projects Graziella Jost.
To facilitate the collection of accurate data from all 28 EU Member States, as well as Norway, Switzerland, the Republic of Serbia and Israel, ETSC has set up the PIN panel of national focal points, 31 high level national experts from ETSC's network of member organisations and other experts. By lending their expertise and name to this process, the experts guarantee that the results published are sound and receive the deserved public attention both at national and EU level.
Eight individuals, who are particularly committed to ETSC and road safety policy, form the PIN steering committee providing guidance to the programme secretariat.
Publications and events
Cross-country comparisons are published three times a year in the series of Road Safety PIN Flashes. Once a year, ETSC publishes the a PIN Report, summarising findings in the key areas studied during that year. The report is launched at the annual PIN Event which is also the platform for the presentation of the PIN Award to a high level policymaker responsible for the best performing country's road safety policy.
ETSC also organises a series of national debates, the PIN Talks, inviting key road safety policymakers to discuss national road safety policy, targets and strategies. National decision makers are confronted with both the successes and shortcomings of their road safety policy and encouraged to show political leadership on this key issue.
Financial support
The Road Safety Performance Index (PIN) programme receives financial support from Volvo Group, Volvo Trucks, the Swedish Transport Administration, the Norwegian Public Roads Administration and Toyota Motor Europe.
